Authorities asserted that the suspects had been radicalized online and that concrete preparations — such as acquiring chemical substances, explosives, or weaponry — had been found at their residences.

In a chilling assessment, CIA Deputy Director David Cohen later stated that the plotters had intended to kill “tens of thousands” of people at or around the events.
